Terrorist advice from the Home Office

The BBC is running an article about advice from the UK Home Office in case of a terrorist attack. It’s quite useful, but I’m wondering why the BBC felt it necessary to display images of bottled water and batteries? I know an attack might spread fear and panic, but I don’t think it’ll be so bad that we actually forget what water looks like…
Meanwhile, in the US, a man has been arrested for a novel way of taking out his frustration at his laptop. I’m sure many Windows users can sympathise with him.
